John 12:37-41

37But though he had done so many miracles before them, yet they believed not on him: 38That the saying of Esaias the prophet might be fulfilled, which he spake, Lord, who hath believed our report? and to whom hath the arm of the Lord been revealed? 39Therefore they could not believe, because that Esaias said again, 40He hath blinded their eyes, and hardened their heart; that they should not see with their eyes, nor understand with their heart, and be converted, and I should heal them. 41These things said Esaias, when he saw his glory, and spake of him.

There're similar verses, and what I understand this to mean is that God prevents some people from being able to become Christians. Because of this, some people seemingly discourage Christians from trying to lead other people to become Christians, and when they do witness, they basically say that Christians should tell people they are witnessing to to just believe that Jesus died for their sins and is their Savior.

 

Paul didn't do this, and Acts 26:20 reveals the following, "But shewed first unto them of Damascus, and at Jerusalem, and throughout all the coasts of Judaea, and then to the Gentiles, that they should repent and turn to God, and do works meet for repentance." Since Paul witnessed this way, and said to do the work of an evangelist (2 Timothy 4:5), which means to explain to people how they can become Christians, Christians should include repentance when they explain to people how they can become Christians.
