Matthew 5:27-28 deals with wanting someone's spouse, but Job 31:1 (I made a covenant with mine eyes; why then should I think upon a maid?) refers to wanting an unmarried person. It seems, for example, that men shouldn't look at women altogether. If that was so, nobody would be married. So, it's right for an unmarried man to want to marry an unmarried woman, but if an unmarried man wants to get sexual with an unmarried woman before marriage, then that is wrong.
